TAN SRI DR ALI BIN HAMSA
Hon. (Tan Sri) Dr. Ali Hamsa was appointed as the 13th Chief Secretary to the Government of Malaysia by the Yang DiPertuan Agong (King of Malaysia) effective 24 June 2012.
Dr. Ali began his career in the Administrative and Diplomatic Service in 1981 as an Assistant Director at the Ministry of Trade and Industry. He then served at the National Institute of Public Administration, the Ministry of Transport, and the Economic Planning Unit, Prime Minister’s Department, where he consecutively held the positions of Director of Disbursement Division, and Deputy Director-General of the National Transformation and Advancement Programme. On 22 April 2009, Dr. Ali was appointed as the first Director-General of the Public Private Partnership Unit, Prime Minister’s Department, a new central agency created to spearhead Public-Private Partnership (PPP) initiatives.
As the Chief Secretary to the Government, Dr. Ali is Chairman of the Mass Rapid Transit (MRT) Corp, MyHSR (High Speed Rail) Corp, Malaysian Integrity Institute (IIM), and Bintulu Port Holdings Berhad; Co-Chair of the Special Taskforce to Facilitate Business; and Deputy Chairman of Johor Corporation. He leads the implementation of the 1Malaysia Civil Servants Housing Scheme (PPA1M) and is also a Board Member of among others, Permodalan Nasional Berhad (PNB), Penang Port Commission, and the Bumiputera Economic Council . Dr. Ali also actively participates in the corridor development in Malaysia as a Board Member of the various corridor development authorities such as the Eastern Corridor Economic Region (ECER), Northern Corridor Implementation Authority (NCIA), Sabah Economic Development and Investment Authority (SEDIA) and Sarawak Regional Corridor Development Authority (RECODA).
Dr. Ali spearheads the National Blue Ocean Strategy initiatives, a multi-Ministry and multi-Agency collaborative effort in line with Malaysia’s transformation agenda. At the international level, Dr. Ali is currently President of the Commonwealth Association for Public Administration and Management (CAPAM). He successfully hosted the Inaugural ASEAN Heads of Civil Service Retreat that saw the historic signing of the Putrajaya Joint Declaration on ASEAN Post 2015 Priorities Towards an ASEAN Citizen-Centric Civil Service. He also convened the First ASEAN Civil Service Games in November 2015 in Malaysia. Dr. Ali holds a Bachelor of Arts (Honours) degree from University of Malaya, a Masters in Economics and a Ph.D. in Environmental Sciences and Economics, both from Oklahoma State University. He is the co-author of two books namely “Dasar-Dasar Utama Kerajaan” (Core Government Policies) (1997) and “Malaysia Kita” (Our Malaysia) (1998).
